Section 2-F - Five Roads to Nowhere

This is the large vacant area on the south side of Jubilee, surrounded on 3 sides with our homes. 5  unfinished stub roads point in to the area. Populated with sage brush, parked heavy equipment, piles of rubble, a manufactured house, fate unknown. Bordered on 3 sides but entirely open for 200 yards on the south side, 2-F means Jubilee isn't really a gated community.  This final phase of the development plan  -  75-100 homes - will it be filled in or left vacant? There are consequences both ways. Certainly some folks enjoy the vacant view over their back walls. But without the buildout and a  perimeter wall, all existing homes are  forever less secure. And the community wouldn't benefit from the HOA revenue those future homes were meant to generate as part of the original business plan. At current levels, for example, a 90 lot build out would generate almost $20,000 more a month for the HOA coffers. Nearly $240,000 per year. For an annual tight budget with limited room for unexpected contingency, this should be considered so very important to move into the future on solid financial footing.

As our development ages, demanding more and more maintenance on existing streets, sidewalks and structures, there seem to be just two options: further increase dues/ levy assessments  on backs of many folks on fixed incomes.  Or what seems more logical - finish the development.

I agree completely.  $19,800 every month in dues could do a lot for Jubilee.  2-F needs to be completed.

Unfortunately, the developer seems to have little or no interest in completing this parcel. Although he has said that he is waiting on plans from his engineers, he has been saying the same thing for nearly a year. What's more, at a recent board meeting he become downright hostile to residents who asked about his plans to complete the Jubilee buildout, querulously asking why residents should care what he does with that property.  As the administrator of this board properly noted, we should care because more houses means more HOA funds, not to mention the ability to FINALLY have a complete perimeter wall around our community.

Does the developer actually want to complete the buildout?  I'd say that since he has closed the sales office and put it up for sale, it seems pretty clear he has no plan or will to do so.

A recent story in the Valencia County News-Bulletin notes the developer is considering a Jubilee II project in the Rio Communities area to the south. Jubilee I (us) at the least deserves a clear and concise report from the developer of his plans here, both short and long term. Ideally a community wide meeting could be called at the Villa to invite Mr. Blea to inform us. We certainly are due that consideration.
