Fertilize?

We moved from the northwest where the ground is rich with mulch, decomposed organic matter and earthworms. So it seems like the medium here of sand - something with suspect organic matter in it to offer as nutrients - from your average pkants' perspective - would be wanting. Or does our sand actually have some nutrient  value? Clearly things grow in the desert but out there, there is a bit of organic matter top soil that has built up thru the seasons and, in some way promotes plant growth. Jubilee was scraped clean of any top soil to build houses. Then outdoor areas were covered with fabric then gravelled. So back to the question. Do plantings here need the help of added soil, nutrients, mulch, what have you to have a better chance of not just surviving but prospering?
